Hitstick is a professional killer that has to accomplish some missions, but he's merciless and he doesn't matter if some innocent people suffer consequences. On each mission, he'll has to use the weapon that his boss wants. If he waste all the bullets, he won't be able to accomplish the mission, so it'll be better if he doesn't kill innocent people.
